Fußnoten:Abstract: The capital is not a topic neglected by historiography. It has even been a preferred object for the constructivist readings that have been dominant for the last four decades, and which have treated it as being of symbolic importance, rather than as a seat of effective power. This article aims to place the capital in a fundamentally political domain, by arguing for the specificity of the "diplomatic capital" as opposed to the international capital or the "global city." The diplomatic capital can be defined in contemporary times by four criteria (representation, negotiation, codification, and deliberation). Through its functions as well as its uses, this concept sheds light on the fundamental changes in the international system over the last two centuries and the redistribution of power relations among international actors and among sub-national, national, and regional spaces. Drawing in particular on a reading of Austrian archives, the article highlights the political uses made of images associated with national identity to further the international strategy of a city (Vienna) and a state (Austria). It examines certain key moments relating to the choice of the headquarters of international organizations and questions the de-Westernization of the diplomatic capital after 1945. Finally, it considers how the consolidation, since the 1960s, of meetings defined as "forums" has favored cities' ascension to the status of diplomatic capitals.
